HTML to theme? (or any other way to add a drop-down menu)

I urgently need help on this subject... I need so bad to have a drop-down menu, that kind of menu that shows a list of links when you roll the mouse over on it.... I've found a code to create a CSS one, just HTML based and no scripts. But, I tried to add it to the "theme.php" file, but when I uploaded the file, it showed a blank page, so I had to replace it for the original one. This is the code of the CSS menu.

What kind of changes does this code needs to fit into the "theme.php" file? There's any other way to add a drop-down menu?

If someone could help me it'll be so much appreciated. The site absolutely needs to be finished asap.

I don't have this uploaded. It showed a blank page. I just want to know what kind of changes I need to do to the code to work.
