Adding content in Subheader, how?

I would like to add scrolling text in the subheader section before the right side banner.

I was wondering if anybody has a code or has an explanation of how to do this?

www.poker101a.com is my site. I would love to move the 'Newsletter Signup' panel into the Subheader
or the regular login, into the subheader.

Any coding help will be greatly appreciated.

Thank you for the post, that handles the panels.... but what about scrolling in the Subheader section. Any coding for that anywhere?
