When did this problem came - or have it always being like that from the start of the installation of PHP-Fusion ?
Maybe try to run a new fresh install on eg; a subdomain - just to see if it will work there.
I just made a new site for someone yesterday using php fusion, and it works great. This just started recently happening a few days ago. I just edited a part of my theme's style.css. I changed some text size, but that's it. I put it back to the way is was, though. Nothing.
