I have been considering this and how to do it for some time and my overall approach is that this needs to be a Community Effort.
Since I would appreciate the feedback and suggestions from more Fusioneers than those currently being active on said NSS site, I deemed Craigs site to be a good spot for this. I know some guys here, many are talented and as much in love with PHP-Fusion as my self or Craig.

Task:
- make a PHP-Fusion Theme upholding the theme standards for PHP-Fusion
- uphold the themes compatibility up to PHP-Fusion version 9, or 24 months, whichever comes first (or until we cease using it, for any given reason)
- base the Theme on a "nationalistic" interpretation of a number of graphical items listed below. Colours to be used will be specified.
- Preliminary deadline June 1. This includes all testing and eventual implementation of "features" that may exist. This date is when the Theme goes live on the site.

I will provide a site/sites where you can upload and test themes, either one by one or several, but dont expect me to create 10 sites with 10 databases, you are able to switch themes in PHP-Fusion. This because sometimes it is just better to test on a live host than localhost.
The test site will be deleted after the competition.

Reward:
I will finance your hosting and your website for as long as we use the theme (or as agreed), including the domain registration. I will also throw in a good backup software that I use for most of my sites. The host will be Servage.net and the software is SiteVault. You will of course also have your copyright in the theme files and an extensive credit in the footer of the site.

Judging
I have not determined how to judge this yet, but I will probably ask some guys at PHP-Fusion MT to drop a line as to what they like. Probably 3-5 guys throwing a vote. Craig will not vote, I expect him to take part in the competition. *Mr Green*

As much as somone may want to win this, please remember that this is as much an effort in generel theme'ing for PHP-Fusion, sharing tips and tricks and displaying your work. What may not work for me, may work for someone else.

I've decided to give an extra incentive and pending quality checks, add the winning entry to the PHP-Fusion core download package.

Maybe it isn't elegant, but I show you my proposition, still in Alpha Stage (this is inelegant part). Works good with FF, Opera, Chromium (win32 and *inx version). IE6 isn't supported, IE8 need some hacks, IE9 - i don't know. But i think, I can show you my idea.
