The copyright removal cost 45 €, that is correct. And you pay via the Paypal Donation link on this side. Also correct.
And yes, you can pay for somebody else, but you must write the name of the person who owns the domain, since the license is per person and domain, so the full name of the domain owner, the email of the owner and also, of course, the name of the domain you pay for.
If there's not enough space on the form you can send me those details in an email.

Currently this is the only option we have to pay for a license. Paypal doesn't charge you when you pay, it charges the recipient of the money, so I don't think that this should be your problem.

you can pay for somebody abroad, but you have to address the name of the being who owns the area, back the authorization is per being and area, so the abounding name of the area buyer,
