PHP-Fusion is a CMS (Content Management System) written in PHP (a server side scripting language) utilising a MySQL database for the running and storage of your sites content.

PHP-Fusion is a constantly evolving content management system (CMS) powered by PHP5 and MySQL. It provides an easy to install system with a simple yet powerful set of administrative controls. This means you will have an easy to maintain interactive community website without requiring any knowledge of web programming.

This guidebook is designed to help you install, configure and run a CMS site with a minimum of technical jargon and is aimed at those with little or no web programming knowledge. Each section will detail simple step by step instructions enabling you to get the most from your site with as little fuss as possible. To help you find the relevant information each section has a list of "Tags" underneath allowing you to zero in on a particular area of interest.

This online version of the original handbook should make it easier to view and to find whatever you need to know as it will be far easier to update as the CMS is updated meaning it will never be out of date.

IMHO, as for the locales I see such way: newbie came to the main (any) product site and could readily download/discuss main parts - core, locale, plugins. It means that site must have those files and forum topics.

Sorry, but it sounds like some bull$hit marketing. Everyone must use clouds, bootstrap, kickstarter etc. only because it is modern and fashionable. Why everybody think that such way absolutely better, safer and so on for everyone?
