BASIC SETUP OVERVIEW

When you have set up your site there are many things you still need to consider like do you want to allow users to post comments, or do you want to allow users to post news.
There are many things to think about and consider before opening your new site.

Registration
If you are going to use the registration system you will need to first think do you want new registered users to activate their new account via email, or admin or no verifying. If you choose to let users register without verifying an email account they may not enter a real email so when they looses their password in future the lost password feature will not work. Also if you do not want to use verification for new registered users this can cause a lot of spam to get through. This can all be set in the users administration section.

CAPTCHA
If you have chosen to let user register on your site you now need to think about CAPTCHA. It is recommended that you enable CAPTCHA on registration to help prevent SPAM bots from registering. It will not 100% stop SPAM from registering on your site but it does help. There are 3 options you have for CAPTCHa methods which are RECaptcha, Securimage and Securimage2.

Comments & Ratings
PHP-Fusions ratings and comments system is also worth considering using if you want to get feedback from your site users. One thing to consider when enabling comments on your site is whether or not to allow guest users post comments. If you do decide to let guests post comments be aware that spam will also eventually post in comments however enabling CAPTCHA will reduce that risk.

IMHO, as for the locales I see such way: newbie came to the main (any) product site and could readily download/discuss main parts - core, locale, plugins. It means that site must have those files and forum topics.

Sorry, but it sounds like some bull$hit marketing. Everyone must use clouds, bootstrap, kickstarter etc. only because it is modern and fashionable. Why everybody think that such way absolutely better, safer and so on for everyone?

It´s nothing that have been set in stone. Just a tip. Since Github is new, not everyone know where it heads yet. You can still use the locales forum if you prefer.

Keeping locales on GH makes it easier for everyone, you can update, maintain and publish them much faster and users don't have to search on Google, NSS sites or SourceForge (I'm sure many don't even know that locales can be found at SF)
