IIS Security for photoalbum

I have fusion up and running great on my IIS 6 webserver but I am having issues with uploading photos to the photogallery. Yes, I have GD2 installed. I am thinking it’s a rights issue in IIS, because the submissions folder is empty after it says that I have successfully uploaded a file. So I changed the permissions to the submissions folder and now I see the picture in the submissions folder, but when I publish it, then it does not get published.??

Does anyone have any guide on what rights needs to be changed to allow users upload photos, avatars, etc? With keeping security in mind!

Any advise would be greatly appreciated.
