3 Steps, Setting up a database:
Installer/Steps/DatabaseSetup.inc
line 52
In stalled on localhost, home PC.
Linux-Ubuntu 09.03.60, Linux/Ubuntu, PHP5, HTML5, Mozilla-Firefox 3.6.3, Opera 10.51, IE 8.0.6

Solved!
The error was this time in the chmod.
Localhost required to have all folders and files installed at 777 !!

Everything works, including the Forum.
