Authenticating new/unregistered users

Hi all,
I have noticed some issues with users not being able to be registered.
The registration process works fine, it is doing what it's supposed to, but all unregistered users get placed into the New Users table (mySQL) with a date stamp of 4294967295.
It looks like a default timestamp, but it certainly doesn't look like a current Unix timestamp, say 1151200500, or something close to.
Therefore under the PHP9 Admin, no users are viewed as being able to be registered.
Some assistance would be most grateful.

What do you want to do? Manually authenticate them ?
Yes, manually. I get a lot of spammy registrations, particularly from the mail. ru domain, so I probably need to filter them out.
That's a good idea. I do manually check, and of course there is a notification for unactivated users, but that hasn't been working for some time.
