Img-Responsive Code

I need to know if anything is required besides the 'includes/bootstrap/css/bootstrap.css' file in a page-head outside of the basedir (a file in a folder in an infusion folder), to make 'img-responsive' work correctly? Here is an image:

The bootstrap.css is added to the head of this page. The pointing fingers are png's coded with img-responsive. As you can see it doesn't work at all with my screen reduced to minimum. Any help appreciated..
If you use BS 4, you need img-fluid instead
If the image is larger than the element you are trying to fit it from baseline, it will not always resize as you want. If that is the case you can try to force a baseline height or width together with a responsive class i.e : ( height='50%' or width='100px' )

I don't follow; what is BS 4?
Bootstrap 4.
Thanks Falk for the info however; this is a pure html page rendered by php. I think I solved my problem by sizing the images and changing some of the page css w/o having to use img-responsive.
